Noah Cyrus wore the black ruched dress with cobweb-style flared skirt and lace-up PVC-look costume to a Halloween fund-raiser. In photos that surfaced Noah was seen smiling innocently through red lipstick.

Disney Girl editor Fiona Wright said the dominatrix link was a "reasonable assumption". She said she would not run Noah's photos, adding: "All the girls we cover in the magazine, we make sure they are tween friendly and their outfits are something that is appropriate. Being a Disney publication we stress family values and no, we definitely wouldn't run these pictures." Noah appeared in the costume at an event to raise money for the US Children Affected By AIDS Foundation.
